Add 4 tablespoons dried chopped garlic to a bowl and cover with freshly boiled water. Stand for 5 minutes. Drain water and transfer chopped garlic to a small frying pan.
Cover garlic with sunflower oil. Set frying pan over a medium heat and let mix sizzle for 5 minutes. Add 1/8 teaspoon sea salt as garlic is frying. Set aside to cool completely.
Use chopped garlic in oil in any dish that calls for minced garlic.
